After Georgia Governor Nathan Deal signed House Bill 1251 on April 11, 2012, introduced by Georgia State Representative Jimmy Pruett, the Dodge County-Eastman Development Authority no longer had any members.
The bill revamps how members to the board are to be appointed. The bill provides appointments to the board to be two members appointed by the City of Eastman city council, of which one must be a city council person and one a citizen of Dodge County, two members appointed by the Dodge County commissioners, of which one will be a commissioner and the other a citizen of Dodge County, two members appointed by the Heart of Georgia Regional Airport Authority, one of which will be a member of the airport authority and one citizen of Dodge County, and the seventh member will be a Dodge County citizen appointed by the state representative, (currently Jimmy Pruett) who represents Dodge County.
