The Grand Jury was sworn in by District Attorney Timothy G. Vaughn. Judge H. Frederick Mullis, Jr. gave the jury an informative charge on their duties and responsibilities.
The Grand Jury considered 75 indictments and returned 74 true bills and 1 no bills.

Subject: Application for Encroachment upon the 25-Foot Vegetative Buffer of Eight State Waters
Project: Safety Enhancements along State Route 117
Counties: Dodge and Laurens
The proposed project GDOT Project CSSTP-0006-00 (476), P.I. 0006476, would install safety enhancements at eight sites along State Route 117. The enhancements will protect non-traversable slopes near large drainage structures by widening the roadway, paving the roadway, and installing guardrail. Rumble striping throughout the 18.31 mile corridor along the edge lines will also be installed. The current typical section of SR 117 consists of one 12-foot travel lane in each direction with 5-foot rural shoulders on each side. The right-of-way (ROW)
along this corridor varies from 100 to 130 feet in width. The proposed typical section will consist of one 12- foot travel lane in each direction with 10-foot rural shoulders at the eight guardrail locations. Additional ROW will be required at the eight locations where guardrail is proposed to be installed. The additional ROW will vary in width from one to fifty feet and will be located near the drainage structures. Traffic will be maintained on the existing alignment during construction.
The proposed project occurs within the Little Ocmulgee River watershed (Sites 1-7), HUC 03070105, and the Lower Oconee River watershed (Site 8), HUC 03070102
A total of 22,157 square feet (899 linear feet) of buffer would be disturbed by the project due to clearing, fill, stream piping, guardrail, shoulder paving, and associated BMP’s necessary for the construction of safety enhancements. Impacts would occur to 25-foot stream buffers at Sites 1, 2, 7, and 8. These locations have varying vertical roadway drops of six to twelve feet which poses a safety hazard for vehicles leaving the roadway. Guardrail and paved shoulders will be installed at these locations to protect motorists from steep drops. The proposed project would take approximately 12 months to complete and the buffer disturbance would last for the duration of the project.
