Abney Signs Intent
Bleckley County 2018 Honor Graduate Chandler Abney signed a letter of intent on Thursday, June 14, 2018 to play baseball at Gordon State College in Barnesville. Despite being out some of this season from the Tommy John Surgery he has last year, as Bleckley County baseball player Abney was a career .300 hitter. He drove in 18 RBI’s, scored 28 runs and had a perfect 1.000 fielding percentage during his last season as a Bleckley County Royal. Shooters Do Well
Coaches, youth, parents, volunteers and Forest City Gun Club staff were a part of a very successful 2018 TCW Trap Skeet and Sporting Clays Match in Savannah on May 26, 2018. Seniors participating were Dayne Cadwell, Andrew Fowler, Wyatt Hargrove, Kristen Nobles and J.W. Simpson and junior A.J. Simpson finished completed the 4-H shooters from Dodge. The senior team placed eighth overall. Wyatt Hargrove became the State 4-H champion in skeet and placed 15th overall. Dayne Cadwell placed eighth overall, seventh in skeet and fifth in sporting clays. A.J. Simpson was 12th overall junior in skeet. Pictured above (l-r) are coach Wayne Cadwell, J.W. Camp Held
The Dodge County High School soccer team hosted its annual soccer camp June 4-6. More than 50 youth attended the camp. During the camp, participants learned the values of teamwork and other great character skills. They also were taught the fundamentals of soccer, like passing, receiving the ball, trapping, heading, dribbling, shooting, kicking, and much more, including precision and how to control the ball. All of the participants received a t-shirt and had the opportunity for interaction with the high school players one-on-one and in the team capacity. They also discovered that the more practice one devotes to the sport, the better equipped one will be in an actual match. Signs Letter of Intent
Wyatt Hargrove recently signed his letter of intent with Emmanuel College in Franklin Springs, to shoot sporting clays, skeet and trap. He is the 2018 4-H Modified Trap State Champion and the 2018 4H Skeet State Champion. Hargrove is also the 2018 Georgia State Sporting Clay Champion E Class - 1st Place Main Event as of this past weekend in Savannah. He is a 2018 graduate of Dodge County High School and is the son of Ricky and Stefanie Hargrove of Eastman.

Tony Anderson is finalist for superintendent position
The Dodge County Board of Education, at its meeting on Thursday, June 14 selected a lone finalist in its search for a new school superintendent.
Upon coming out of a second closed session, the board voted on a recommendation from Robert Peacock to consider William Anthony ‘Tony’ Anderson the finalist.
Robert Peacock, David Yawn, Mark Driggers, chairman Ricky Hargrove and vice-chairman Jessie Mincey voted to approve the recommendation after Peacock seconded the motion. Roscoe Bennett abstained from the vote, and Shirley Ikedionwu voted no.
Ikedionwu said, “I just feel like this is too fast a decision to make for such an important decision.”
“The board interviewed five good candidates for the superintendent position,” Hargrove stated. “After deliberating on the candidates, the majority of the board thought it was best because of the short time we had before Mr. Hilliard’s retirement that we go ahead and name one finalist for the position.”
Current school superintendent Mike Hilliard presented his request for retirement to be effective at the end of this month to the board during the month of May. His retirement came just a few short days after Hilliard’s new contract had been renewed, which included a raise a pay.
Hargrove continued, “Mr. Anderson was voted as the finalist. I look forward to working with Mr. Anderson as a leadership team to forward the Dodge County school system.”
Anderson currently serves as the director of Human Resources and Personnel, the Title II Coordinator and the Teacher Keys Effective System (TKES) and Leader Keys Effective System (LKES) Coordinator for the Brooks County School System.
Many in Dodge County will remember Anderson during his seven-year term as a coach, teacher and driver education instructor at the Dodge County High School.
As of presstime Tuesday, no contract offer had been made to Anderson.

Drs. Glenn, Griffis guilty of conspiracy
Two Eastman doctors, Dr. Mark Griffis and Dr. John A. Glenn, Jr., have been found guilty in a federal court of conspiracy to falsify United States Department of Transportation Department mandated medical examinations of holders of commercial driver’s license with the intent to impede the proper administration of matters within the jurisdiction of the United States Department of Transportation.
Earlier this year, in separate court rulings, the United States District Court, Southern District of Georgia, indicted both men on one count of conspiracy. Griffis also had one count of falsification of records, where Glenn had two counts of falsification against him.
Griffis appeared in U.S. court June 4-6, 2018. He was found guilty on both counts against him. According to R. Brian Tanner, chief of the appellate division with the United States Attorney’s Office for the Southern District of Georgia, Griffis was “adjudicated guilty of the second count against after the jury returned a guilty verdict on that one.”
Tanner explained, “That means only that he is officially found guilty. It does not involve any sentence. The sentencing only happens at a later scheduled date, after the preparation of a Pre-Sentence Investigation Report.”
According to the indictments given to Griffis from the U.S. Grand Jury, from a date at least as early as February 27, 2012 and continuing thereafter until September 13, 2013, in Dodge and Telfair counties, and elsewhere within the Southern District of Georgia, Griffis did knowingly falsify medical examination reports and certifications by signing his name indicating that he had examined various commercial driver’s license holders, and certified them as medically sound (qualified) to continued to hold such license.
It was stated in the indictment that Griffis provided J.C.W. with blank, pre-signed medical examination reports (MERs) and examination certificates (MECs) that could be used by J.C.W. when she conducted purported medical examinations of CDL holders.
Between January 10, 2013 and September 24, 2013, the indictment stated that Griffis received payments of at least $5,200.00 from J.C.W. in exchange for falsifying the documents.
Around September 13, 2013, Griffis, the court document stated, did knowingly falsify documents, to wit, a MER and MEC, pertaining to a DOT mandated medical examination of a person known to the grand jury, and having the initials D.D., the holder of a commercial driver’s license, to allow D.D. to renew his commercial driver’s license without a proper medical examination.
After the guilty verdicts were passed, Griffis was remanded into the custody of U.S. Marshals. Tanner stated that Griffis will be “detained” in prison until a sentencing hearing will take place. During this time period, which could be anywhere from six to eight weeks, Griffis’ attorney will have the opportunity to challenge the convictions by providing documentation for appeals for the conviction.

REQUEST FOR RELEASE OF FUNDS
On or about June 24th, 2018, the City of Rhine will submit a request to the Georgia Department of Community Affairs for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as City of Rhine FY 2018 to recoat and repair the existing water storage tank and properly abandon their first well per EPD standards], at a total estimated cost of $350,302.00
FINDING OF NO SIGNIFICANT IMPACT
The City of Rhine has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City Hall, 100 4th Ave Rhine GA, 31077 and the Heart of Georgia Altamaha Regional Commission, 5405 Oak Street, Eastman, Georgia 31023 and may be examined or copied weekdays 8:30 A.M to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Heart of Georgia Altamaha Regional Commission. All comments received by June 24th, 2018 will be considered by the City of Rhine prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Rhine certifies to Georgia Department of Community Affairs that Donald Kennedy in his capacity as Mayor of the City of Rhine consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Georgia Department of Community Affairs’ approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of
Rhine to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
Georgia Department of Community Affairs will accept objections to its release of funds and the City of Rhine Certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Rhine; (b) the City of Rhine has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Georgia Department of Community Affairs; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Georgia Department of Community Affairs at 60 Executive Park South, N.E., Atlanta, Georgia 30329. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Rhine.
REQUEST FOR RELEASE OF FUNDS
On or about June 24th, 2018, the City of Rhine will submit a request to the Georgia Department of Community Affairs for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as City of Rhine FY 2018 to recoat and repair the existing water storage tank and properly abandon their first well per EPD standards], at a total estimated cost of $350,302.00
FINDING OF NO SIGNIFICANT IMPACT
The City of Rhine has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City Hall, 100 4th Ave Rhine GA, 31077 and the Heart of Georgia Altamaha Regional Commission, 5405 Oak Street, Eastman, Georgia 31023 and may be examined or copied weekdays 8:30 A.M to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Heart of Georgia Altamaha Regional Commission. All comments received by June 24th, 2018 will be considered by the City of Rhine prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Rhine certifies to Georgia Department of Community Affairs that Donald Kennedy in his capacity as Mayor of the City of Rhine consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Georgia Department of Community Affairs’ approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of
Rhine to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
Georgia Department of Community Affairs will accept objections to its release of funds and the City of Rhine Certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Rhine; (b) the City of Rhine has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Georgia Department of Community Affairs; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Georgia Department of Community Affairs at 60 Executive Park South, N.E., Atlanta, Georgia 30329. REQUEST FOR RELEASE OF FUNDS
On or about June 24, 2018, the City of Chauncey will submit a request to the Georgia Department of Community Affairs for the release of Community Development Block Grant funds under Title I of the Housing and Com-munity Development Act of 1974, as amended, to undertake a project known as City of Chauncey FY2018 – Street & Drainage Improvements for the purpose of improving streets, drainage, water and sewer facilities, at a total estimated cost of $199,092.40 on North Railroad Avenue.
FINDING OF NO SIGNIFICANT IMPACT
The City of Chauncey has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Chauncey City Hall, P.O. Box 9, Chauncey, Georgia 31011 and the Heart of Georgia Altamaha Regional Commission, 5405 Oak Street, Eastman, Georgia 31023 and may be examined or copied Monday through Thursday 8:30 A.M to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Heart of Georgia Altamaha Regional Commission. All comments received by June 4, 2018 will be considered by the City of Chauncey prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Chauncey certifies to Georgia Department of Community Affairs that Harrell Burch in his capacity as Mayor of the City of Chauncey consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. REQUEST FOR RELEASE OF FUNDS
On or about June 24, 2018, the City of Chauncey will submit a request to the Georgia Department of Community Affairs for the release of Community Development Block Grant funds under Title I of the Housing and Com-munity Development Act of 1974, as amended, to undertake a project known as City of Chauncey FY2018 – Street & Drainage Improvements for the purpose of improving streets, drainage, water and sewer facilities, at a total estimated cost of $199,092.40 on North Railroad Avenue.
FINDING OF NO SIGNIFICANT IMPACT
The City of Chauncey has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Chauncey City Hall, P.O. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Heart of Georgia Altamaha Regional Commission. All comments received by June 4, 2018 will be considered by the City of Chauncey prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Chauncey certifies to Georgia Department of Community Affairs that Harrell Burch in his capacity as Mayor of the City of Chauncey consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Georgia Department of Community Affairs will accept objections to its release of funds and the City of Chauncey’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Chauncey; (b) the City of Chauncey has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Georgia Department of Community Affairs; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Georgia Department of Community Affairs at 60 Executive Park South, N.E., Atlanta, Georgia 30329. Potential objectors should contact Georgia Department of Community Affairs to verify the actual last day of the objection period.
