The State of Georgia Department of Community Affairs (DCA), in compliance with applicable U.S. Department of Housing and Urban Development (HUD) regulations, has prepared a draft version of the National Housing Trust Fund (NHTF) Allocation Plan and its Method of Distribution. The NHTF will provide formula grants to States to increase and preserve the supply of decent and safe affordable housing extremely low-income (ELI) households with incomes at or below 30% of area me-di-an in-come (AMI) and very low-income households between 30% and 50% of AMI. Eastman city council schedules the first downtown yard sale

At the Eastman City Council’s regular meeting on July 24, 2017, city council member Buddy Pittman led discussion on the first date of the quarterly downtown yard sale, which the council approved for September 9, 2017.
The yard sale, an interest of Pittman’s for some time, is to encourage further visits to the downtown area. Interested citizens and food vendors who would like to set up booths will pay a fee that will go to support the downtown development authority in its endeavors, such as the facade grant for downtown businesses.
The council also approved a motion to fund repairs of a mixer at the wastewater treatment plant, at a cost of $7,675.00. The cost of a replacement would have been around $16,000.00.
“This particular mixer has had problems in the past,” city manager Jason Cobb said, “but it has also been at the plant since it opened.” Cobb also stated that, “according to the company doing the new repairs, the company that repaired the mixer last time did an inadequate job of sealing it correctly.” “However, this round of repairs will prevent any further damage,” Cobb said.
The repairs will come with a one-year warranty, and funding will come from the short-lived asset account.
Cobb additionally called attention to the continued work on repaving roads in town, commending the work and specifying that work on College Street and the area behind city hall is been done this week.
The city council also has a retreat scheduled for 3:00 p.m. on August 11, 2017 in the airport boardroom. If needed, the council will revisit on August 12, 2017, from 9:00 a.m. to 12:00 p.m.
The council’s next regular meeting is scheduled for 6:00 p.m. on Monday, August 14, 2017.

Dewayne Isem White, age 53, of Rhine, died Monday, July 17, 2017 at Emory St. Joseph Hospital in Atlanta.
Funeral services will be held at 2:00 p.m. on Thursday, July 20, 2017 at Southerland Funeral Chapel, with Bobby Ryals and Gary Ryals officiating, with internment in Pleasant Grove Baptist Church Cemetery.
Mr. White was born in Dublin and of the Baptist faith. He was the owner and operator of J&J Trucking. Mr. White enjoyed trucking, fishing, working in his shop and spending time with family and his grandchildren. He was preceded in death by his father, Isem White and his father-in-law, Teet Hulette.
Survivors include his wife of 27 years, Jennifer Hulett White of Rhine; two sons, Jessie White (Michelle) of Eastman and Jed White of Rhine; mother, Nora Fordham White of Eastman; stepfather, Robert S. E.T. Bryant, age 83, died Tuesday, July 11, 2017, in Serenity Hospice in Dublin. Funeral services were held Thursday, July 13, 2017, at 2:00 p.m. in the chapel of Mathis Funeral Home, with Elder Willie Hatfield officiating. Burial was in Cedar Hill Cemetery.
Mr. Bryant, born in Laurens County, had lived in Macon and Chester before moving to Cochran 38 years ago. He was the son of the late Lonnie and Lindy Braswell Bryant and was preceded in death by his three brothers, Wilbon Bryant, Calvin Bryant and Howard Bryant. He was retired from Robins Air Force Base, retired farmer and former Bleckley County Sheriff Deputy. He was a U.S. Army Veteran having served in Korea. He attended Rowland Chapel Church of the Nazarene and Sweet Home Primitive Baptist Church.
Survivors include his devoted and loving wife of 63 years, Queene R. Bryant of Cochran; his sister, Nadine Carden of Dudley and beloved nieces, nephews, in-laws and friends.

William B. Coody
William B. Coody, age 90, died Friday, July 14, 2017, at Carl Vincent Georgia War Veterans Home in Milledgeville.
Graveside services with military honors were held at 2:00 p.m. on Saturday, July 15, 2017, at Antioch #1 Baptist Church Cemetery with Reverend Fred Parker officiating.
Mr. Coody was born in 1927 in Gresston. He served in the Navy during World War II, after which he worked for Herrington Buick Company in Hawkinsville for 48 years. He was a devoted Christian and a charter member of Broad Street Baptist Church. After moving to Eastman in 1960, he joined Antioch #1 Baptist Church, where he served as a deacon for over 40 years. He was an avid gardener and enjoyed sharing his crops with family and neighbors.
Mr. Coody was preceded in death by his parents, Annie Mae Holder Coody and Charles Coody; two wives, Elsie McGuorirk and Mary Brooks; one brother, Russell (Bo) Coody; three sisters, Mattie Pearl Odgburn, Mary Ann Myrick and Evelyn Hood and one granddaughter, Glenda Christine Sizemore.
He is survived by one son, William Glenn Coody; one daughter, Edith Elaine Braswell; one son-in-law, Roy M. He was a devoted Christian and a charter member of Broad Street Baptist Church. After moving to Eastman in 1960, he joined Antioch #1 Baptist Church, where he served as a deacon for over 40 years. He was an avid gardener and enjoyed sharing his crops with family and neighbors.
Mr. Coody was preceded in death by his parents, Annie Mae Holder Coody and Charles Coody; two wives, Elsie McGuorirk and Mary Brooks; one brother, Russell (Bo) Coody; three sisters, Mattie Pearl Odgburn, Mary Ann Myrick and Evelyn Hood and one granddaughter, Glenda Christine Sizemore.
He is survived by one son, William Glenn Coody; one daughter, Edith Elaine Braswell; one son-in-law, Roy M. Braswell, all of Eastman; one sister, Barbara Bentley (Lindsey) of Hawkinsville; five grandchildren, Penny Hatcher (James Bragg) of Moultrie, Pam Spencer (Danny) of Florida, Jennifer Newton, Mandy Cordero and Mark Coody, all of New Jersey; 19 great-grandchildren and ten great-great grandchildren.

Willie Mitchell Studstill, age 72, died on Saturday, July 1, 2017.
Funeral services were held on Saturday, July 8, 2017, at 12:00 p.m. at Crawford Temple C.O.G.I.C. in Detroit, Michigan. Minister Elder Milladge Benjamin officiated, with internment in Woodlawn Cemetery in Detroit, Michigan.
Mr. Studstill was born in Eastman and was educated in the Dodge County school system. Shortly after marriage, he and his life relocated to Detroit, Michigan. He was employed at General Motors as an assembler for more than 30 years, before retiring in 1999.
Mr. Studstill was a loving, dedicated, hardworking husband, father, grandfather and great-grandfather to his family. He loved to travel, and simply enjoyed entertaining his family. Mr. Studstill was preceded in death by his parents, Mitchell and Ruby Studstill and one son, Eric Bernard Studstill.
Survivors include his wife of 53 years, Louise Studstill; one daughter Toni; one son, Daryl (Cassietta); two granddaughters, Tanterea’ and Talena; three grandsons, Daryl Jr., Dyral and Dyare; three great-grandchildren, Talia, Daryl III (3D) and Trinity; one sister, Lula Carter and one brother, Leroy Williams.

Lenora Wooten Bennett, age 58, died Tuesday, July 11, 2017, in Chauncey.
Funeral Services were held on Saturday, July 15, 2017 at 2:00 p.m. at the Sunset Family Worship Center in Eastman, with Bishop Woodrow Jarrett as lead pastor and Reverend Robert Wilder officiating.
Mrs. Bennett was born in 1959 to Junior and Cherry Wooten, was a member of Harpers Chapel Baptist Church and a dedicated choir member, usher and secretary. She was newly appointed as one the first deaconesses of Harpers Chapel Church. Mrs. Bennett was a retired nurse and worked at the Heart of Georgia Nursing Home and Dennis Drugs for many years. She was preceded in death by her brother, pastor Elston Wooten.
Survivors include her husband of 23 years, Gary Bennett, Jr.; one daughter, Latoya Wooten of Byron; one son, Steven Wooten of Eastman; four sisters, Phyllis (Oliver) Mann, Jewel (Marvin) Mann, Sherita Thomas and Cecilia (Curtis Collins), all of Eastman; three brothers-in-law, Frankie (Ella) Bennett, Edward (Stacy) Bennett and James Bennett of Waycross; ten sisters-in-law, Linda (Marion) Spencer, Mary (Larry) Douglas of Atlanta, Ella Mae (Horace) McGhee of Brunswick, Barbara (Calvin) Doss Dallas, Loa. County to buy opiate antidote

In response to the rise in opioid abuse throughout Georgia, the Dodge County Board of Commissioners put $1,000.00 toward providing first responders with Narcan, an opiate antidote, at its regular meeting on July 17, 2017.
The decision to spend money on this issue arose after Jeff Creech, of Dodge County Emergency Medical Services, discussed the prevalence and effects of Percocet-based drugs with the street names “yellow pill” and “grey death.” Creech noted that the grey death is particularly risky, as it is easily inhaled or absorbed through the skin, quickly entering the bloodstream of those who come in contact with it, therefore increasing the risk of an overdose.
“Grey death is 50 to 100 times more potent than morphine,” Creech noted. He also noted that first responders have already been advised to double-glove their hands and to wear masks when searching individuals, houses and vehicles for drugs to minimize potential exposure to the drugs.
Due to the rise in these drugs, Creech asked that the board of commissioners supply first responders, such as sheriffs and firefighters, with $1,000.00 to go toward purchasing doses of Narcan for every first responder and parole officer. The ultimate goal is to have one, maybe two, extra doses in every first responder’s vehicle in case they come in contact with a drug such as grey death.
Creech stated that Narcan currently costs about $28.40 and that insurance company WoodmenLife has already put $1,000.00 toward these efforts, covering around 35 doses. The $1,000.00 from the county will supplement these funds.
When county commissioner Brian Watkins asked if the drugs in question were of particular significance in the area, Creech explained that, while there has only been one recent incident in Dodge County, there were 13 incidents in one weekend in Houston County.
Additionally, news outlets such as the Atlanta-based CNN and WSB-TV have called attention to the increase in the use of these drugs over the past few months.
Addressing concerns of public safety, Creech clarified that naloxone, the medication branded as Narcan, cannot be abused, so having it in first responder vehicles virtually poses no risk of theft and abuse.
